Hm, personally what bugs me most about the idea is that from what they know about Twilight he's homing in on Willow's powerful protection spells. No one ever said, he can even detect slayer powers and from what we saw last issue, he can't. Also If they plan a complete mystic disarm, wouldn't it be smart to have a plan that gets them their magic back too? To regroup would be a good idea but that's not really what they're doing, they're hiding and disarming themselves with no intention of picking up the fight again.
I think the Twilight is the system metaphore could work, we'll have to wait and see though, who he actually is. I guess one could interpret Buffy's retreat as some kind of feminist identity crises. Trying to fall back into classic role models and hope that trouble they're meeting as powerful beings will go away with letting go of the power.
We'll see how it plays out and if that will turn out to be consistent.
