Well, there is a fairly high-ranking fanwank (namely by James C Leary, who played Clem) that Clem only pretends to eat cats so he doesn't lose face with the other demons. His real plot is to liberate them all from the kitty poker mafia. So I deliberately left this one a bit vague... :-)
