Well, I figured he had to do something - especially with the hints that Night Vale Community Radio is something plays a pretty important role in the life of Night Vale. Morse code would have been the obvious solution, and when you take that away (because there's no way I'm writing a whole fic in morse, heh), he's stuck with whatever else he can scrounge up from the archives. I'm rather pleased with how well it worked.
