Is Bob saying that Maj. Briggs is one of Riley's colleagues just because he's in the paranormal wing of the military, which doubtless would have some connection to the Initiative? Or do you think that in this universe Riley would have actually encountered Briggs personally?
Well, Briggs is Air Force and Riley is Army, so going by what I know of the US military (basically war movies) I don't think he and Riley are likely to know each other. But there has to have been some connection between Briggs' unit and the Initiative in the LynchJossverse.
The Dune references just kind of wrote themselves in. :) Twin Peaks talks so much of fear being the door through which evil creeps in, I wanted to subvert that... And I'm just now realising I should have put some Blue Velvet references in there too. Oh well.
I can imagine that Bob-possessing-Cooper will be *very* Mayoresque.
I hope he will be, if that's what we get in s3. (MacLachlan's turns on HIMYM and Agents of SHIELD show he's very good at playing the creepy-but-nice vibe.) The hardest thing in this fic was to write a version of Cooper that we saw on screen for all of 20 seconds, but there are definitely things in Cooper's character that lend themselves very well to playing the villain, even though s2 of Twin Peaks did sort of lose some of it.
