Definitely. (Is it a sequel if it happens seven years earlier?) Or a prequel taking place 20 years later, where Willow finally figures out how to send her 23-year-old self back in time to fix everything - "Hmmm, 2 minutes in 1996, that should give her, uh, me enough time to figure out what's going on and warn 15-year-old me. I'm clever that way." :)
