Twilight was able to track Faith and Andrew's Slayers and they didn't have the benefit of Willow's protection spells so the implication is he can detect pure Slayerness. It doesn't seem too much of a stretch to assume the signal they give off is less strong than Willow's grid warping though. He could find them eventually post jump but it will take longer and in that time the powers are being earthed. As to rearmament they are doing that non-magically by trading for submarine parts (which may be what got them discovered) but I think Buffy was desperate enough that she hadn't fully thought that through or was banking on Twilight not feeling the need to persecute them if they did what he wanted. Alternatively she must know at the back of her mind that Oz's meditations didn't work completely in S4 and even with the new improved method they were told Bay was still able to go wolf on Monroe. I'm interested in exactly what role the blue tibetan monsters (cover for #30) might be going to play. The things they most resemble are actually protector gods/bohdisattvas. Possibly a fully enlightened and decomposed Buffy will be able to perform a similar trick. There are similarities with the First Slayer, fearsome to look at but ultimately benevolent.
