Twilight was able to track Faith and Andrew's Slayers and they didn't have the benefit of Willow's protection spells so the implication is he can detect pure Slayerness.
The implication seemed to me that he has this inside spy. Isn't that why Andrew was searching for one in the first place? But I agree it can be realtively easily fanwanked into working.
I don't know if he'll show up in his buddhist function or just as a very nasty thing sent by twilight. Would be interesting though to have real gods and so on have an opinion on the whole banning of magic thing.
