If there were a hellmouth in Cleveland, wouldn't he say that Sunnydale is ALSO on a hellmouth? It sounds to me like he's trying to trump Buffy's watcher - "So you've got demons, big deal, we have a hellmouth!" But I agree, it's definitely open to interpretation...
