Hmmm. I'm going to be heterocentric here and go with male/female friendships just to narrow it down a bit, even if that excludes Spike/Angel, Jed/Leo etc - these are all couples where there either has been some sort of romantic angle at some point that didn't pan out but they remained friends, or where other people in-story assume that two people that tight must be a couple.
1. Willow/Xander. I'm such a sucker for those two, from that homework scene in "The Pack" to the hospital scene in "Empty Places". The fact that it's not always an honest, equal, easy relationship either keeps it interesting.
2. The Doctor/Donna. "You're not mating with me, sunshine!" Which is most definitely not an honest and equal relationship. I still hope Donna will turn up eventually to get a proper goodbye... *sniff*
3. Marten/Faye from Questionable Content. The first 500 strips seemed to focus entirely on "They'll get together any day now! Really!" Then we get to this, and they've been (mostly) inseparable but completely platonic since. Awww.
4. Tim/Daisy from Spaced might be a little on the sketchy side as it's semi-pseudo-canon that they eventually do become a couple some years after the series ends, but I choose to ignore that and just go with what happened in the series. Probably the best aversion of Will-They-Won't-They ever: every law of sitcom declares that they must get together, and they just stay best friends.
5. Don Draper/Peggy Olsen, Mad Men. Probably the only two people in the entire series who both know who the other person is when you peel back all the pretense and social niceties.
