I did actually do a bit of googling on juveniles in adult US prisons for this; I didn't find anything particularly about California, but apparently there are quite a few cases in various states where juveniles (at least 16-17-year-olds) who are tried as adults get sent to adult prisons if their crimes are considered grave enough and they're considered too much of a security risk to keep in juvie.
Getting to Buffy's motivations for this was a bit tricky since I wanted to stay in Faith's POV. But basically, with just finding out about Dawn and Dracula's spiel about her power being rooted in darkness, she really doesn't want to believe that Faith is beyond redemption right now. My Fuffy tries to save themselves in each other. :)
I think you've mentioned that in passing before? Our prison system is far from perfect, but at least it's not only based on vengeful punishment...
