I remember a few warm winter days in Chicago. The wind off the lake is always icy in winter but the prevailing wind direction is off the plains. It's usually quite cold regardless but weather is weather and there are a few warm ones mixed in.
Just because it's a warm day in a Chicago winter doesn't mean that the ice and snow melt completely, though. They just make a black, oily, sooty, slushy mess in all the streets and parks. It gets splashed onto you from the gutters.
