Thing is I don't get where all the OOC is. All the characters seemed to be heading to a natural development. Buffy was already considering herself "The Law" in S7, and is doing everything because she thinks it's "right". Xander continued his mature development from S7, finally accepting his limits (when he preferred that Buffy takes a slayer with her to save Willow instead of him because he's not a fighter) and contributing to the group better than he had ever did before, by being Buffy's second in command. Not to mention, we finally got a satisfying closure to his butt-monkey arc with Dracula. Instead of fearing magic, Willow now isn't, and she doesn't use it irresponsibly. Also, she's voice of reason, who has her own secrets, which we're not sure yet if they're bad or good.
I guess it's a matter of opinion and taste. While I enjoy Angel, it doesn't make me hop on my feet to get the new issue the way Buffy does.
