I doubt that it's a coincidence that Cordelia is called Cordelia - Joss knows his Shakespeare. But it seems he likes to keep his options open and starts out with a number of different possible paths for each character, writes them with that in mind and sees which one makes the most sense after a while. (Hell, he was originally going to kill Spike in "What's My Line", so obviously nothing's written in stone.) So while I don't think he had already made up his mind to kill Cordy back in "Welcome To The Hellmouth", he definitely had intended for her to become a powerful warrior.
Then again, the planet Uranus has a moon named Cordelia. Maybe that's where he got the name. ;-)
